This is a forward-looking strategic document for the year 2033, promoted by the Government of Goa, which aims to guide the transformation of Panaji, the state capital, into a world-class city, while maintaining and enhancing its natural and cultural values.

The Masterplan includes specific strategies and measures in relation to mobility and transport, urban service infrastructures, public spaces and green areas, conservation and rehabilitation of cultural heritage, city branding and tourism. All of this is based on a holistic vision of the city and on a process of consultation and citizen participation, which has included the participation of all the stakeholders involved, both institutional and citizens.
