Sondika is a municipality of some 5,000 inhabitants that forms part of the Metropolitan Area of Bilbao. The PGOU is the tool that will guide the urban development of Sondika over the next decade.

The PGOU establishes the planning and regulations for the municipality, defining the general structure of the area, the structural and detailed planning and the basic criteria for new developments, the remodelling of urban residential and industrial land, infrastructures and the possibilities for intervention in rural communities.

The urban plan is based on a global strategy of optimisation of the already anthropised land and the containment of new growth, based on a criterion of sustainable land use.
