Decarbonisation and GHG Emission Reduction Plan

The aim of the project is to provide technical assistance and create institutional capacity to enable the City Government of Surabaya (CGS) to develop its Urban Sustainable Energy and Emissions Plan and a roadmap to meet its growing energy challenges. The objective is to assist the World Bank, together with the Mayor's Office of Surabaya, to prepare its own Green Growth Plan which is divided into two parts:

  • Part one – Green Energy and Emissions Plan with the aim of developing a roadmap for energy efficiency and reduction of CO2 emissions, which will define the city's energy future and its GHG footprint.
  • Part two – Green Business Plan containing priority projects and initiatives with a clear direction and roadmap to help identify PPP opportunities to increase private sector participation in "green infrastructure" investments.

The Green Growth Plan provides an objective assessment of energy use for a range of activities in Surabaya and will also identify and prioritise projects and initiatives to promote energy efficiency in various sectors and service areas that will reduce the costs and environmental impact of energy use.
