Waste and cleaning of public spaces

The purpose of this work was to provide Technical Assistance to Barcelona City Council for contracting the services of Municipal Waste Collection and the Cleaning of Public Spaces. This is the City Council's largest contract, divided into four zones or lots.

MUNICIPAL WASTE COLLECTION

Planning based on the uses and needs of each area, taking into account the real situation determined by factors such as foot and vehicle traffic, commercial and cultural activity and leisure and recreation areas.  It covers household collection of all types of waste (organic, residual waste, paper/cardboard, packaging and glass), the collection of waste from shops and municipal markets, and the collection of furniture and bulky waste.

CLEANING OF PUBLIC SPACES

Planning adapted to the typology of each public space (street, square, park, beach, etc.), according to its use, influx of people and its morphology, to the cleaning mechanism and to the soiling problems.

The work consisted of three phases:

Phase I – Drawing up the contract specifications and evaluation criteria

  • Diagnosis of the current situation and proposal of alternatives. SWOT analysis. Dimensioning of the services
  • Analysis of the current European, national, regional and municipal regulations, plans and programmes.
  • Analysis of the types of municipal waste collection services and cleaning of public areas.
  • Aspects to be addressed with regard to vehicles, machinery and containers
  • Aspects to be taken into account with regard to the use of new technologies within the concept of Smart Cities, focusing on a more efficient and sustainable management model.
  • Preparation of the Technical Specifications and advice on the Administrative Specifications.

Phase II – Competitive Tender and Award

  • Advice on the approval of the Tender Documents.
  • Resolution of arguments and clarifications.
  • Technical and economic analysis of the bids submitted, and technical and legal advice.
  • Formulation of proposals and preparation of the reports necessary for awarding the contract.

Phase III – Start-up and implementation

  • Monitoring and supervision of the final planning of the services and their implementation
  • Monitoring and supervision of the launching of the services. Verification of the commitments of the successful bidders
  • Identification and implementation of any necessary corrective actions.
  • Information initiatives at the city, district and local level.

The work was carried out by a multidisciplinary team belonging to the LOVIC-KREAN joint venture made up of specialists from the two companies (LOVIC www.lovic.cat).
